Unable to select contract purchase agreement with future date in document builder

Summary:

Business is following below process:

1. Create PR with Requested delivery date in future date.
2. Create Contract with Vendor and generate CPA with Effective dates in future. Requested delivery date will be within the CPA Effective dates.
3. Process the requisition by selecting the CPA. Here the business users are unable to select the CPA unless CPA start dates is current date or old date.

Once PR is converted to PO then it is allowing to select CPA from the lines. But business doesn't want to use this workaround as if there are multiple lines then they need to select it for each line.
