pjc_capitalizable_Flag is null in INV material txns in project driven supply chain scenario

Summary:

This flag is also captured in cst inv transactions from thsi base table and further used in SLA as source for deriving accounts.

However, since this is null in inv tables, all subsequent tables that depend on this value are also deriving null value.
