Allowing entries in a public holiday

Hello,
I'm looking for a way to allow entries on a public holiday. In the setup we generate time cards from time collection devices. Our goal is to be able to allow time entries on a public holiday without having an exception to be triggered.
It's essential that we can do that so we can calculate public holidays as overtime if an employee worked in that specific day.
(In the screenshot 23rd of January is set as public holiday).
I need an answer on this matter ASAP if possible.
