Process to Transfer cost center ownership

Content (please ensure you mask any confidential information): Is there a process through which we can transfer ownership of cost centers? We couldn't find any transaction that could be initiated by HR Specialists or Line managers (who are cost center managers as well), though which cost centers could be reassigned.
