Offering with all activities are optional, evaluation is REQ. Learner unable to take eval directly

Summary:

Hi All,

We have course (Off - SP) with optional activities all of them in it. But the evaluation we are keeping it as Required.

So when these courses are assigned, employees have the option to take activities or just proceed to give evaluation.

Issue is now, employees are unable to launch the evaluate. Its asking them to complete required activities. But there are none in the offering.

Evaluate field is greyed out and unable to click on it.

At admin level, it is allowing to create a self paced offering with all optional activities and allowing to keep evaluation as required.
