Control budget not visible

Summary:

I have created a control budget for the ledger and defined the supplemental rules as well. I saved it and later when I try to see the definition in the manage control budget page, getting no data to display message. What went wrong here. Should I be running any process. The CB is still in definition stage. Somehow its not linked to the Ledger yet.
