Delete latest history with organization.dat

Summary:

It is possible to delete in bulk the latest history of a department using "Organization.dat"?

I am trying to execute this

METADATA|Organization|OrganizationId|EffectiveStartDate

DELETE|Organization|300001199262616|2024/01/01

DELETE|Organization|300001199555881|2024/01/01

, and it gives this error: You supplied a DELETE instruction for the object component Organization, which can't be deleted. No objects can be loaded because no valid objects exist. Review the error messages, correct the data, and resubmit the data in a new file.
