Resubmit the transaction stuck in Manage Supply

We have stuck lines in Supply Chain orchestration for Transfer Orders. The issue was that Transit Times was not defined between the organizations. I have setup the transit times but when I select the resubmit it doesn't do anything. Any ideas to resubmit these stuck lines with errors will be greatly appreciated.
