how can i revert to the previous kernel if my instance is in kernel panic

I have done the kernel update on my ubuntu oracle instance ARM Flex through apt, but after restart it runs into a kernel panic so it seems that the update hasn't been done correctly.

How can I revert it back to the previous kernel version since i can't access my instance nor through ssh nor through oracle cloud console?
