In Launch, how do you handle the workflow to directly Retire an offer without first versioning it?

We would like to know what the workflow is like to Retire an offer without first Revise and versioning it, and that it is reflected in Buying, since when we try to do it we cannot publish this change, only launch it, 

We also want to know what the workflow looks like so we can make it Obsolete,
