composing alerts to HR admin using alert composer

Summary:

We have requirement to send notifications to HR admin when there are employees whose probation end date is approaching in coming 30 days. we have added filters and probation alerts for employees ,managers and HR admin. but only HR admin is not receiving notification where as employees and managers are able to receive. we have directly used the email address for HR admin. Below FYR. Can anyone help me out on this?
