Users allowed two tries on assessment but LMS won't allow them more than one

We have quite a few assessments in Oracle LMS right now where users are given two attempts to pass each assessment. The assessment was created in Captivate, and we gave them the ability to review the course before re-taking the test. I learned from another user that allowing that Review option was the reason our courses were giving is trouble, so I updated the Captivate file, saved as SCORM 1.2 and uploaded to the LMS and now there is a Retake button showing up (and no option to Review the course...which is fine...we can live with that), but
