How to restrict multiple ship-to's single OBLPN?

Summary: We have faced multiple issues with closing out Manifest's when an OBLPN has more than ship to address associated with it. I Palletize does not work in this scenario given the cubing requirements being used during picking. Palletizing would be a non-value add process.

In this scenario, the Customer Nbr is the same on both orders, but the Ship to Name and Ship to Address are different. Reason being is that Customer "owns" the order, but the delivery address is different.

We have explored the RF Distribute LPN and RF Palletize functions that do carry similar functionality for restricting mixing ship-tos, but do not fit the business process.
