How to make the field "Actual Effort in Hours" in the Redwood version of Learning a required field?

We want the field "Actual Effort in Hours" to be a mandatory field, however, VB is not showing this field.

We have enabled Redwood for Oracle Learning. Which means off course that we also want the customizations that we have done in the ADF version, to also be implemented for the Redwood Pages.
Navigation: Me -> Learning -> From the actions menu choose "Record External Learning". We want the field "Actual Effort in Hours" to be a mandatory field. Which means that under the field, it should say "Required". The field is in the section "Completion Details".
