What is system behavior when two Rules of Origins (Product Specific) overlap with each other?

Summary:

What is system behavior when two rules of origins (product specific) overlap with each other?

Content (please ensure you mask any confidential information):

Cases are two Rules of Origins (Product Specific) overlap with each other as one of them has 4 digit of classification and the other has 6 digit. For example, rule 60 and 61 as attached. Rule 60 looks into classification starting 4010 and rule 61 looks into classification starting 401031. When the finished goods classified as 401031, does system only look into rule 61 and ignore 60, or does it look into both?
