Service Admin cannot create consolidation journals

Summary:

one service admin cannot create journals - create and create from template are grayed out

Content (please ensure you mask any confidential information):

one service admin user was able to create new consolidation journals while all other service admins don't have this issue. Resolved by adding all journal roles to this user, but very confused on why this change occurred. This service admin last created a new journal a week or so ago.
