Does Oracle allow to have more than 1 Visual Studio per domain?

Summary:

Our customer has successfully implemented ERP Cloud and is currently focusing on HCM implementation. Due to extensive customizations using Page Composer in ERP Cloud pages, they aim to use the test instance dedicated to migrating these pages to Redwood along and use VB Studio to convert the customizations that were done using Page Composer. Additionally, they want another instance exclusively for new HCM extensions. We are seeking information on whether it's possible to designate one of their non-test instances for HCM Cloud Redwood/ VB Studio development, considering that VBS is enabled by default only on the test instance.
