Receipting Requisitions for other users but restricted by Cost Centre

Summary: We have assigned the role to receipt all requisitions but our client does not want users to be able to receipt outside of their cost centre. How can we allow users to receipt others reqs but put this restriction in place. I don't believe it is possible by adding security to the role but may be wrong.
