Submit button missing when editing HR Locations.

Summary:

Trying to update/correct HR Locations from "Manage Locations" from setup and maintenance. Previously in other Pods, we used to see a "Submit" button. But right now we only see and can use Save or Save and Close option. But saving doesn't upon update the location. We need to have the Submit button. How do we get this button? Do we need to assign a role ? Will appreciate any feedback.
