Workforce Management - Worker Assignment Realtime, Work Assignment, FTE returns >1 incorrectly

Summary:

The attached analysis returns an FTE value greater than 1 for 49 records. We believe the calculation for FTE should be FTE = ((standard hours * headcount) / normal working hours). We don't assign headcount greater than one. Please advise why we are receiving an FTE value greater than one.
