incident reviewers SoD conflict

Summary:

We want to make sure Incident Reviewers ONLY see the incidents and data related to the person they have been assigned to review. The current state is when an Incident Reviewer gets assigned to review something, he/she can see ALL data and we want to make sure they only see what's relevant i.e. info related to employee they have been assigned to review. My guess is we have to create a custom role for this but need some guidance on how to achieve this requirement from the business.
