Sourcing TL Rates in OTM23C

As per Help to source TL rates - Shipment History is not required and can be skipped.

Help says "First, you define your demand. You can do this in one of three ways:

Import your shipment history into Oracle Transportation Sourcing from Oracle Transportation Management.

Upload your shipment history directly into Oracle Transportation Sourcing using CSV files.

Skip the shipment history entirely and start the process by creating a lane summary."

However, when a Lane Summary is created with out a Shipment Set - the Shipment count on the lane summary page will be 0 and CRT Summary will show Number of Lanes out to Bid as 0 value.
