Importing data records surrounded by quote

Hello. I'm trying to import data into FCC and the records, while comma delimited, are surrounded by quotes. They look like this:

"Account,CostCenter,Amount"

So the whole record is being treated as one field. I can deal with that for the account, cost center, etc. but none of the records come in as the amount is non-numeric. The amount field doesn't offer the same expressions on the import format as the other dimensions.

Thoughts?
