Need to apply discount based on total Order quantity across sales order in a year

hi Gurus,

we have a requirement to provided tired based discounts based on order quantity in a given year like below

First 10k Quantity no Discount, 10k to 15k Quantity 10% discount, anything above 15k quantity 15% discount. does Oracle Pricing support this scenario.
