How Conversion Date on Purchase Order Header Defaults?

Below Oracle documentation mentions that

  1. The current date in the legal entity's time zone, if available.
  2. Otherwise, the current date in the application server's time zone.

In our case,

  1. Legal Entity Time zone is set as Pacific Time
  2. Server Time zone is set UTC

Yet, when a manual PO is created after 5 PM Pacific Time, Conversion Date on Purchase Order Header defaults as per server time zone date (i.e. Pacific Time Zone Date + 1)

We raised oracle SR 3-35286847371, however Support Team's response is that Actual Behavior is intended and they will correct published documentation with intended defaulting logic.
