date masking reverting date back a day

Summary:

We have customized the AP invoice approval report to add fields needed.

Issue is that the date in the DM shows 2023-12-31T00:00:00.000+00:00, but when we try to format that as a date without the useless timestamp, it reverts it back to Dec 30, 2023. Anyone know how to get that to display as 12/31/2023 correctly?
