When reviewing the workflow functionality relating to the 'Report' button - it's unclear who the notification is directed to and why.

Can anyone confirm who should receive the Learning Item Incident notification ("This Course was Reported...") using seeded approval rules and why?

Content (please ensure you mask any confidential information):

When reporting a course for inappropriate content or any other reason, A chosen administrator receives a Learning Item Incident notification with details of who reported the course and comments with why etc.

There is frequent use in these notifications of 'Content Owned By' with suggestion that the Content Owner is the intended recipient of the notification. However, we are seeing inconsistent behaviour in that:
