Comments and Attachments Missing From Change Assignment Flow

When logged in as a Manager, when the Change Assignment flow is selected, the only 2 regions available is '1. When and Why' and '2. Assignment'.

Approval Rules are in place.

HCM design studio rule has 'Comments and Attachments' marked as Visible and there is no restriction on which roles should be able to view this region.

Has anyone else experienced this issue and how was it resolved?
