Tax Registration number less than 15 digits - error needs to display

In Internal and External Supplier Registration page , If DUNS number entered by user less than 9 digits, system will display the error messages, same as i need to display the error messages when the user enter Tax Registration number less than 15 digits. How to display the error messages. Attached
