Does anyone know why the password field isn't visible when trying to proxy?

Summary:

We are trying to use the proxy feature. The appropriate role has been granted. The option to select the person to proxy as is available. However, when we get to this screen the password field isn't visible. When we click "confirm" we are just taken back to the non-proxy account. We use SSO. Could that be the issue?
