Sales Order not Fulfill Partially

Hi

I have to create new item and add the on hand quantity, this is the item quantity 10 EA:


In the same day, I create only 1 sales order with the quantity 20 EA:


So, the sales order related to item V-TEST-001 only 1 (maybe there is another in next day). When I submit the sales order, the error appear, they said "A reservation wasn't created because the reservation quantity is more than the available-to-reserve quantity". As my knowledge, if the Sales order quantity bigger than available to reserve quantity, we can reserve partially (maybe the sales order fulfillment line should be divided into 2 line) then ship partially. The condition we dont know when the rest of the sales order quantity will be fulfilled. This case also mentioned in this doc :
