Funds Check API

Summary:

Looking to see if there is any API for Funds check for Financials/PPM. We have a need to check for funds prior to creating invoices coming from PaymentNet so Invoice will not fail for funds during creation later. Oracle said there isnt anything for AP and suggested me check with PPM community.
