Licensing fee question on Human Resource Specialist role

We are implementing a few of Oracle fusion could Finance modules (GL, P2P, R2R, inventory and expense). There is a need to login to fusion and verify the employee conversion data. For this purpose, we are planning to create a data role called Human Resource Specialist View All data based on the seeded HCM role Human Resource Specialist. The question is, since we are not implementing Core HR with this implementation, are we going to get hit with license fees associated with this mentioned HR role. Any insight is appreciated.
