How to apply Discount in API when the Freeze flag =True for Sales order creation

Summary:

The requirement is to create sales order from 3rd party system, the item has to pick the List price from Fusion pricing but the discount has to be passed from the source system.

Is it possible to apply only discount in the API when the Freeze flag is False.

Got the below error when i passed only the Discount part in the API

"The Order was not priced because list price or net price for charge C1 for the item does not contain a value."
