Resource utilization smoothening

We are using the resource plan to plan out the capacity of our laborers. But in the resource plan we see that the resource utilization is extremely high in certain buckets where planned orders are generated for large quantities. The business would like to do some sort of resource smoothening across buckets, so that the laborers arent over worked, as the current resource utilization in certain buckets are more than 100%. Is there a way to smoothen out the resource utilization? Is there a way to ensure that the planned orders doesnt get created in single large quantities in one
