Granting access to PO OTBI reports based on requisition BU

Summary:

We have multiple requisition BUs(hotels) under one procurement business unit. Each hotel controllers now need to see a report of all their department heads POs for payments and further accounting. Can we achieve with this one single report? How to grant access based on requisition BU? Do we have any seeded report which we can use?
