Summary: How to make Disability Attachments mandatory?

Content (please ensure you mask any confidential information): I am using Page Composer to try and make the Disability Attachments mandatory. Even though it shows as mandatory I have noticed that employee can still submit without a disability without an attachment. Anyone knows why Oracle is not enforcing the mandatory field?
