24A - how to disable or remove 'Ask Oracle'

In 24A Oracle installed new 'Ask Oracle' feature. The button (in bottom right corner of screen) is visible for all hte roles. How to disable or remove it? We dont want to have limited-role users to have access to every single screen.

There is this new opt-in 'Display Ask Oracle on Home', but we have it disabled (we didn`t opt in that feature).

The documentation is a bit unclear. I thought that to see/view that new feature, you have to opt-in the element, however we can see it without enabling it.
