How to default or restrict Business Relationship to Prospective when creating a supplier

My client requires internal decentralized creation of suppliers including Site details with approval by Head Office. Register Supplier does not provide access to the Supplier Site details however, Create Supplier does but allows the selection of "Spend Authorized" as the Business Relationship which does not require approval. Is there a way to restrict the Business Relationship LOV to Prospective for a custom role?
