Restrict Fixed asset period closure to users

Hi

We want to restrict period closure to users, but it should not restrict depreciation privilege. How we can do this setup or create a custom role for access?

Also Fixed asset permanently closed the FA period and doesn't not allow to reopen the period. How we can do soft closure of FA so that user can reopen FA and perform adjustments if any.
