Make IBAN number mandatory when country is United Arab Emirates

We have a requirement where we want to make the IBAN number mandatory when the country is the United Arab Emirates in the external supplier registration form.

For other countries it should not be mandatory.

The supplier is registering in our Oracle database by using the external supplier registration link. Currently, on the bank account details page, the IBAN number is not mandatory. We want to make the IBAN number mandatory when the country is the United Arab Emirates. For other countries, it should not be mandatory.
