For Virtual Inventory Warehouse is it necessary to define Cost Organizations

We have Physical warehouses as well Virtual Warehouses, In the Virtual Warehouse transactions will be expense out only. Only Inbound transactions will be there are like Purchase Order receipts/ Transfer Order Receipt.
Is it necessary to have cost organizations defined for Virtual Inventory Warehouses as there will be not impact in cost accounting.
