How to setup picking order for item locators?

Summary:

We have setup picking order for locators other than the one setup under Manage item transaction defaults but when we are creating pick slips the system is skipping a locator in spite of having on hand in it.

The locator under Manage item transactions defaults is DD-22-BB-02 and TE-01-ST-01/02/03/04 are additional locators. As shown in this case, the system has picked from DD-22-BB-02 and TE-01-ST-01/03/04 but not from TE-01-ST-02.
