Why do Evaluations display first in Manage Activities for some instances and second for others?

Summary:

We have noticed (potentially since Sequencing was implemented) that when a Learner name is selected from a roster to mark completed - then Select Manage Activities you might see:

Activity First: Screen Shot One

  1. Activity One
  2. Evaluation

Or

Evaluation First: Screen Shot Two

  1. Evaluation
  2. Activity One

This is causing many challenges including the increased possibility of human error (always checking the first activity as completed) as well as challenges for our automated process which always looks at the first activity to mark the learner completed.
