How to subscribe to object storage for ARCS

Summary:

We have a large database with several GB of attachments, so we're realizing quickly we'll need to use the Object Storage Bucket option in the future. How do we go about enabling this?

I've read the documentation on how to configure it, but from my understanding this is on the OCI side and is not included with our subscription. If we just set up this Object Storage bucket, do we just start getting billed for it automatically or do we have to go through some Oracle sales rep to get permission to provision this bucket? How do we view related cost and spend details for this since I'm assuming it will be separate from our Enterprise License costs.
