How many "In Progress" instances can there be in OIC Gen 2?

Summary:

On the "Track Instances" page, running OIC instances are shown with an "In Progress" status. How many instances will OIC allow to be in this status before it starts queuing things up? Is there any way to see the number of instances that would be running but are blocked because of the number of currently running instances?
