Tax VAT exemption limit feature not working

Summary:

By following the User guide:"Tax Exemption Processing for Italy Topical Essay" we have setup exemption limits for the customers and the expectation is when the invoice surpasses the exemption limit then tax should be calculated. When the invoice is above the exemption limit then for that exceeding amount tax should get calculated but this is not working. Can anyone provide any assistance on that.
