User Sync to CPQ from Salesforce restricting admin access for SFDC Admins

Summary: We would like to restrict admin access to Salesforce admins who are currently creating users in SFDC and syncing them to CPQ in all non-prod instances but we want to restrict the process for Production.

Currently users are being created in Salesforce application and they are synced to CPQ by Salesforce Admins having admin access in CPQ application but as part of SOX compliance we would like to restrict admin access to all users except CPQ admins in our Production environment. When we restrict admin access for Salesforce Admins at CPQ end, they are not able to sync the users from SFDC to CPQ due to access restrictions. Can you please let us know if there is way to sync users to CPQ from SFDC restricting admin access.
