Uploading profile picture with approval rule

Business comes up with below requirement,

Requirement:

·      Accept only JPG format.

·      Employee changes photo in Fusion >> should receive a trigger on Fusion for approval >> Validated and approved on Fusion.

·      Approval rule to be applied to validate profile pic.

·      Approval should go to employee which has task force role assigned.

Finding the solution which fulfill above requirement.
