How to setup external system to export project to Machine Learning

Summary:

I am trying to export a project data to Machine Learning. However, we don't have any external system setup with Authentication Type of Pre-Authenticated URL and we will have to create a new one. The OTM helps shows how to setup an Oracle Storage Cloud (Create a compartment, bucket, etc..).

is this the way to go ? or there is any other easier way to save the file locally?
